The Most Effectual Chairman of the Board

Channel Chuckles was a panel cartoon by Bil Keane, far better known for The Family Circus, which ran in papers for years. Channel Chuckles came from an era of light digs at things (Hi and Lois on suburbia, Beetle Bailey on the military, etc.) and it kidded television.

Keane includes a Hanna-Barbera reference in a Channel Chuckles of the weekend of October 11, 1962. Click to enlarge.
